Resumen
La Unión Europea debe replantearse en su concepto de solidaridad que sostiene a sus múltiples sistemas de bienestar social. El problema de fondo es su relación con la identidad nacional. Este trabajo des-construye el argumento de una solidaridad social condicionada por un vínculo social primordial a través de una investigación filosófica que rastrea el devenir del fundamento normativo del Estado de bienestar. Apoyándose en GWF Hegel, Lorenz von Stein, Hermann Heller y Thomas Marshall, se demuestra que el discurso del Estado de bienestar encuentra su continuidad en una ciudadanía europea que desafía a los privilegios de la ciudadanía nacional.
